Of course, you need all the heroes you can find on the way, as Troy is not an easy target to conquer. You will also recruit agents that will help you in several ways. Although they are not as powerful as heroes, spies and priests will prove to be a valuable asset with their ability to gather information and influence enemy cities and to grant you the favor of the gods.
