Shadow Empire: Republica is an expansion that reshapes the core experience of the base game by placing politics at the center of your empire's struggle for survival. It introduces a sophisticated governance system where leadership is no longer just about military conquest, but about maintaining legitimacy, balancing competing interests, and navigating the unpredictable nature of power.

A new system known as Virtus defines the strength and unity of your regime. It reflects how your population perceives your rule, evolving constantly based on your decisions, policies, and leadership style. Stability is no longer guaranteed—democracies can falter, authoritarian regimes can fracture, and even the most carefully managed systems can spiral into crisis if public confidence erodes.
