Every mastermind needs a lair. Build your own hideout, where you can safely build your Doomsday device. Use a casino as a cover operation to hide the lair from prying eyes. Create hallways and specialized rooms to meet your nefarious objectives.

Good help is hard to find. Train minions to aid you in your dastardly deeds. They will build and expand your lair as well as commit crimes to gain money for your operations. 

Fight the heroes. The Forces of Justice are on your tail. They’ll infiltrate your lair if you let them. Set up traps and security to capture these meddling cretins. And if you complete your Doomsday device, you’ll show the world exactly who its master is.
