The content in the DLC can be accessed anytime providing that you have it, of course. It is one of the two episodes included in the Dragon Ball Z: Kakarot Season Pass and it will be available in Spring 2020. You can only access it as part of the Season Pass or by purchasing it when A New Power Awakens Part 2 is released later this year.
